【摘要】:1.1Thisguidecoversthekeyfactorstoconsiderinestimatingtheeffectivenessofcontainmentandrecoverysystemsthatmaybeusedtoassistinthecontrolofoilspillsonwater.1.2Thepurposeofthisguideistoprovidetheuserwithinformationonassessingtheeffectiveuseofspill-cleanupequipment.Itisintendedforusebythoseinvolvedinplanningforandrespondingtooilspills.1.3Sectionsofthisguidedescribecalculationproceduresforestimatingrecoverysystemeffectiveness.Itshouldbeunderstoodthatanysuchcalculationscannotbeexpectedtopredictsystemperformance,butareintendedtoprovideacommonbasisforcomparingsystemperformance.1.4Oneofthemainreasonsthatthecalculationprocedurescannotbeusedtopredictsystemperformanceisthattheanalysisissensitivetoassumptionsmadeonthepropertiesoftheoilslick,andparticularlythechangesinslickthicknessandemulsification.Itisemphasizedthatthepurposeofthisguideisnottoprovideastandardmethodforestimatingslickpropertychanges,butrathertoprovideastandardguideforusingthatinformationincomparingsystemperformance.
